Zo niet dan toch!

Ja, zo kun je het vetorecht en unanimiteitsbeginsel natuurlijk ook omzeilen. De vetoënde partijen Hongarije en Slowakije worden gewoon uitgezonderd van het nieuwe beleid en daarmee af. "Unie" nieuwe stijl! Niet heel onbegrijpelijk trouwens, want Hongarije importeert 58% en Slowakije 96% (!) van hun olie uit Rusland. Inclusief die twee landen exporteert Rusland tussen de 45% en 53% van al hun olie naar de EU. Dat komt neer op zo'n 425 miljoen euro... per dag. Nogal een gat in de Russische begroting straks, tenzij China het wil kopen, maar daar leek het begin april dus nadrukkelijk niet op.

Ursula gister tijdens d'r toespraak: "We now propose a ban on Russian oil. This will be a complete import ban on all Russian oil, seaborne and pipeline, crude and refined. We will make sure that we phase out Russian oil in an orderly fashion, in a way that allows us and our partners to secure alternative supply routes and minimises the impact on global markets. This is why we will phase out Russian supply of crude oil within six months and refined products by the end of the year. Thus, we maximise pressure on Russia, while at the same time minimising collateral damage to us and our partners around the globe."

En ze meent het. Want, zoals Politico schrijft, de pijn zit in de kleine lettertjes. "But the telling detail was spelled out in the Commission's full list of what's in its proposal for the sixth round of sanctions against Moscow, and it's not good news for the Russian oil industry. According to documents seen by POLITICO, the sanctions would prohibit transporting Russian crude or oil products "by any vessel registered under the flag of a Member State," or owned by an EU citizen or entity. They also include a ban on providing any financial or other services like insurance for such transport. The EU is Russia's biggest oil customer, and those provisions are going to make it very difficult for Moscow to easily switch to other buyers in Asia."

De grote vraag blijft nu natuurlijk: wat doet Poetin op 9 mei, Victory Day. Escaleert hij met een gehalveerde oliebegroting, daags voor zijn vermeende "kankeroperatie en 'tijdelijke' machtsoverdracht" de speciale militaire operatie tot een Totaler Krieg met volledige mobilisatie? 

En hoe zit het eigenlijk met die Russische gasafname door de EU t.w.v. 377 miljoen euro per dag?
